§ 94.041 APPLICATION FOR LICENSE; INVESTIGATION; ISSUANCE.
   (A)   Written application for a license shall be directed to the Mayor and filed in the office of the Village Clerk upon application forms furnished by the Clerk.
   (B)   The Mayor may conduct, or order, any investigation the Mayor may deem advisable as to the contents of the application for scavenger license and/or the qualifications of the applicants.
   (C)   When authorized by the Mayor, the Village Clerk shall issue to the licensee a license bearing the signature of the Mayor and the Seal of the village for the term for which the license is granted.
   (D)   Subject to the limitation as to the number of scavenger licenses that may be in effect at any time, as provided in § 94.040, all licenses authorized to be issued and required to be procured by this subchapter shall be granted by the Mayor and, when granted by the Mayor, shall be issued by the Village Clerk.
