(A) No person shall engage in the business of scavenger or be permitted to remove and dispose of garbage, refuse or ashes without first having obtained a license to do so.
(B) No license for the operation of a scavenger business in the village shall be issued or renewed, except upon the order of the Mayor who shall determine whether or not the public welfare and convenience will be served and benefitted; however, no more than five licenses for the operation of a scavenger business shall be in effect at any time.
