(A) Every owner or keeper of any dog or cat which is kept within the limits of the village shall cause such dog or cat to be inoculated by a licensed veterinarian on an annual basis and shall provide, upon the request of the village, proof of a valid inoculation for the current year.
(B) No dog or cat shall be licensed by the village without presentation of an inoculation certificate issued by a licensed veterinarian certifying the date of inoculation of the dog or cat to be licensed.
