(A) Inoculation required. Every person owning, keeping or harboring any dog in the village shall, prior to January 1 of each year or at intervals as may hereafter be promulgated by the Health Commissioner of the village, cause the dog to be inoculated against rabies as is required by the laws of the state.
(B) Dog bites.
(1) Whenever the Chief of Police receives information that any person has been bitten by a dog or other animal, the Chief of Police shall have the dog or other animal confined and observed by a licensed veterinarian. The veterinarian shall report, in writing, to the Chief of Police, within 24 hours after the dog or other animal is confined by him or her, the owner’s name, address and the date of confinement, the breed, description, age and sex of the dog or other animal and shall keep the dog or other animal for ten days and notify the Chief of Police, in writing, of the final disposition of the dog or other animal at the termination of the period of confinement.
(2) It is unlawful:
(a) For any person having knowledge that any person has been bitten by a dog or other animal to refuse to notify the Chief of Police, promptly;
(b) For the owner of the dog or other animal to sell or give away or otherwise dispose of any dog or other animal that is known to have bitten a person until it is released by the Chief of Police or his or her authorized agent; and
(c) For the owner of the dog or other animal to refuse or fail to comply with the written or printed recommendations made by the Chief of Police, in any particular case. The written or printed recommendations shall be mailed by regular mail, postage pre-paid, and addressed to the owner of the dog or other animal. The affidavit or testimony of the Chief of Police or other properly authorized agent of the Chief of Police who mailed the recommendations shall be prima facie evidence of the receipt of the recommendations by the owner of the dog or other animal. All costs under this division (B) and division (C) below shall be borne by the owner.
(C) Rabies suspects. The owner of any dog or other animal which exhibits symptoms of rabies and any dog or other animal in direct contact with the dog or other animal, whether or not the dog or other animal has been vaccinated, shall immediately notify the Chief of Police and shall promptly confine the dog or other animal, or have it confined, under suitable observation, for a period of at least ten days, unless officially authorized by the Chief of Police, in writing, to release it sooner.
