§ 93.20 LICENSE REQUIRED; EXEMPTIONS.
   (A)   It shall be the duty of every person owning, keeping or harboring any dog in the village to register the animal with the Village Clerk and procure a license for the animal, as required herein. This requirement shall not apply to a licensed veterinarian or licensed kennel owner who is harboring or otherwise caring for an animal owned by another; provided, that the owner of the animal has complied with the requirements of the laws of the state regarding the control and prevention of rabies.
   (B)   Notwithstanding the foregoing, no person shall be required to procure a license for any dog which is under the age of four months if the dog is confined to an enclosed area at all times.
