§ 90.11 DEPOSITS ON STREETS AND SIDEWALKS.
   (A)   Streets.
      (1)   It shall be unlawful for any person to deposit, place or allow to remain in or upon any public thoroughfare any material or substance injurious to person or property without an appropriate permit thereof.
      (2)   It shall be unlawful to deposit on any street any material which may be harmful to the pavement thereof or any waste material or any glass or any articles which may cause injury to any person, animal or property or to deposit any litter thereon. Coal or other materials may be deposited in streets preparatory to delivery or use; provided, the deposit does not reduce the usable width of the roadway at the point to less than 18 feet; provided that, the material, equipment or coal, other than material or equipment to be used in actual building construction, shall not be permitted to remain on the street for more than three hours. Any material, equipment or coal shall be guarded by lights if the same remains upon any street after nighttime.
   (B)   Sidewalks. It shall be unlawful to deposit on any public sidewalk any material which may be harmful to the pavement thereof or any waste material or any glass or other articles which may cause injury to person, animals or property. Merchandise or other articles may be deposited on sidewalks preparatory to delivery; provided that, the usable width of the walk is not thereby reduced to less than four feet; and, provided that, no article shall remain on the walk for more than one-half hour, nor shall the article remain upon any sidewalk after sunset.
