§ 90.08 EXCAVATIONS AND STREET OPENINGS.
   (A)   Excavations. It shall be unlawful to make any opening or excavation in or tunnel under any public street, alley, sidewalk or other public place in the village without first securing a permit, depositing a bond and complying with the provisions of this code pertaining to excavations and street openings.
   (B)   Street openings. It shall be unlawful to construct or maintain any opening or stairway in any public street or sidewalk or alley without a permit from the Board. All lawfully maintained openings shall be guarded by a suitable strong cover or a railing, subject to the approval of the Director of Public Works.
   (C)   Specifications. Street openings and the replacement of pavement, including procedures for backfilling, shall be in compliance with the provisions of this code.
