§ 74.09 VEHICLE WEIGHT AND LOAD.
   (A)   Weight restrictions on certain streets. Whenever official signs are erected prohibiting the use of any street or part of a street by trucks or other commercial vehicles or imposing set limitations upon the vehicles using the street or part of a street as authorized herein, no person shall drive a truck or other commercial vehicle upon any street or part of a street in violation of any signs, except for the purpose of delivering or picking up materials for merchandise, and then only by entering the street at the intersection nearest the destination of the vehicle and proceeding thereon no farther than the nearest intersection thereafter.
   (B)   Projecting loads.
      (1)   No passenger vehicle shall be operated on any roadway with any loaded carrier thereon extending beyond the line of the fenders on the left side of the vehicle nor extending more than six inches beyond the line of the fenders on the right side thereof.
      (2)   No commercial vehicle shall be operated on any roadway with any load extending to the rear four feet or more beyond the bed or body of the vehicle unless there shall be displayed at the extreme rear end of the load:
         (a)   During the periods when lighted lamps are required in this chapter, a red light or lantern plainly visible from a distance of at least 500 feet to the rear and sides. The red light or lantern required under this division shall be in addition to the red rear light required upon every vehicle; and
         (b)   During all other times, a red flag or cloth not less than 16 inches square. This flag or cloth shall be visible to the driver of any vehicle approaching from the rear or sides.
   (C)   Spilling loads and depositing debris from vehicles.
      (1)   No vehicle shall be driven or moved on any highway or street in the village unless the vehicle is so constructed or loaded as to prevent any of its load from dropping, sifting, leaking or otherwise escaping therefrom; except that, sand may be dropped for the purpose of securing traction, or water or other substance may be sprinkled in cleaning or maintaining the highway or street.
      (2)   No person shall operate on any highway or street any vehicle with any load unless the load and any covering thereon is securely fastened so as to prevent the covering or load from becoming loose, detached or in any manner a hazard to other users of the streets of the village.
      (3)   No person shall operate any motor vehicle so as to leave, track or otherwise deposit mud upon the roadway. If any person shall violate this division (C)(3), it shall be his or her duty to immediately remove the mud from the roadway.
      (4)   If any portion of a load shall be dropped upon the roadway, it shall be the duty of the operator of the vehicle to immediately remove it from the roadway.
