It shall be unlawful for any person residing in the village or for any person having his or her principal office or place of business in the village to use or to cause or permit any of his or her agents or employees to use any motor vehicle in the transportation of persons or property or the conveyance of loads upon the streets, avenues or alleys of the village unless the motor vehicle is licensed as hereinafter provided.
