(A) It shall be unlawful to obstruct, fill, place and/or remove any culvert within the village without a permit granted by the Village Board of Trustees and Mayor.
(B) The application for a permit to obstruct, fill-in, replace and/or remove a culvert shall be in writing and state:
(1) The name and address of the applicant for the permit;
(2) The location of the subject culvert;
(3) The nature, design and type of obstruction, fill, replacement and/or removal proposed; and
(4) The plan, design and method of assuring the continued flow and free passage of water to, through and past the subject location.
(C) No permit shall be issued by the Board of Trustees and Mayor unless the continued flow and free passage of water to, through and past the subject location is unobstructed and by a drain pipe and/or tile of a diameter of not less than 12 inches.
