On and after August 31, 1974, every owner of improved real property in the Municipality which is used entirely or in part for residential rental purposes, shall register each residential rental unit or units in the Municipality with the Building Department and, after inspection of the same, be issued a Certificate of Registration of Rental Property.

(a) The following fees shall be paid to the Municipality upon application for the original Certificate of Registration of Rental Property:

Single family rental house | $5.00 |
Duplex: owner occupied with one rental unit | 5.00 |
Duplex: two rental units | 8.00 |
Apartment | 4.00 per unit |
(b) A ten percent (10%) penalty shall be added to each fee for failure to comply with this provision.

(a) All Certificates of Registration of Rental Property must be renewed with the Crestline Building Department prior to September 1, of each year at no additional cost to the owner.
(b) Transfers of the Certificate of Registration of Rental Property may be made to subsequent owners without charge, if the transfer is made at the Building Department within thirty days of the transfer of ownership.

The owner of any residential rental unit in the Municipality, which has a change in tenants after sixty days from the issuance of a Certificate of Registration of Rental Property, shall be required to have the rental unit reinspected by the Building Department and, after reinspection and corrections, if necessary, shall be issued a Certificate of Inspection. Reinspections will be made by the Building Department at no charge to the owner of the unit inspected, if no code violations are noted. In the event a code violation is noted, the Building Inspector shall give the owner a reasonable time in which to complete necessary repairs before an additional inspection is made. The inspection fee, where appropriate, shall be five dollars ($5.00).
