Two hours after a snow emergency has been declared pursuant to § 74.03(A) or (B) and during its existence:
(A) No vehicle shall be parked on a snow emergency route unless signs, posted in accordance with § 74.03, permit such parking;
(B) Any person operating a vehicle without chains or mud and snow tires upon any street which has been designated as a snow route and such vehicle becomes stalled or incapable of moving under its own power, or any person who leaves such vehicle unattended, shall be in violation of this subchapter and subject to the penalties herein set forth in § 74.99; and
(C) Any vehicle parked, stalled, incapable of moving under its own power, or left unattended upon any snow route may be removed or towed to any other location without notice by action of the Road Committee Chairperson, and in his or her absence the Mayor, and in his or her absence the Council President. The cost of said vehicle removal, towing and storage of any such vehicle, shall be assessed by the borough against the owner thereof, and if the owner thereof fails to pay the cost of towing, removal and storage, the borough may file a municipal lien under the Municipal Lien Act of the Commonwealth, being 53 P.S. §§ 7101 et seq.
