Sections 51.090 through 51.095 shall not be interpreted to and shall not prevent any person from doing plumbing work or installing and maintaining a sewer line on his or her own property, or on a property in which they may have an interest, provided said installation complies with §§ 51.001, 51.015 through 51.020, 51.035 through 51.041, 51.055 through 51.060, 51.075 and 51.076, and any amendments or additions thereto, and the rules and regulations of the borough sewer system in force or which may be hereinafter adopted.
