§ 32.16 CITY CLERK-TREASURER.
   (A)   The Clerk-Treasurer shall perform the duties of his office as provided by the laws of the State of Indiana. He shall attend the meetings of the Council and of the Board of Public Works and Safety and shall serve as Secretary of the Council and of the Board, and shall keep an official record of their proceedings. He shall keep and preserve the papers of the city, receive all monies due and owing the city, and shall make and execute all warrants disbursing the funds of the city. He shall make an accounting monthly to the Council of the financial condition of the city.
   (B)   The Clerk-Treasurer shall be the keeper of the official records of the city.
   (C)   The Clerk-Treasurer shall issue all licenses provided for by this code and shall collect all license fees therefor, which shall be the property of the city.
   (D)   The Clerk-Treasurer shall receive such compensation as is provided by law for his services to the city and in addition thereto shall receive such compensation as is provided by law for his services to the city’s electric plant.
   (E)   (1)   The Clerk-Treasurer of the city is hereby directed, during the first week of each and every year hereafter, to bill any person, organization, government entity or firm as may owe the city money, for the amount owed to the city, if unpaid, including but not limited to the following:
         (a)   Communication systems rental.
         (b)   Parking meter rentals.
         (c)   Ambulance and fire protection contracts.
         (d)   Rentals from farm real estate or any other lease contracts.
         (e)   Any and all license fees.
      (2)   All department heads and officers of the city shall assist the Clerk-Treasurer, upon request, in the preparation of lists of amounts due the city, and the collection of amounts due the city.
