No person shall loiter about the streets, alleys, or public places without visible means of support, or habitually frequent or loiter about gambling rooms or places. Any such person shall be deemed a vagrant. Any police officer may interrogate any such person, and if he fails or refuses to give satisfactory account of himself or herself, sufficient to relieve the officer of reasonable suspicion of being a vagrant, he or she may be taken into custody without a warrant and be taken before the County Court for examination.
