No person shall discharge, set off or have in his or her possession for such purpose any toy gun, or other device which is intended to propel metal shot, stone or other hard substance by means of any spring contrivance, compressed air, or by any other means. No person having the custody of any child under 16 years of age shall knowingly permit such child to have in his or her possession any such toy gun or other device. No person shall sell any such toy gun or other device within the city.
