§ 130.10 WELLS AND CISTERNS TO BE COVERED.
   (A)   No person shall have, permit or maintain on any premises in the city owned by or under the control of such person, any well, cistern, privy vault, cesspool, dry well, abandoned well or cistern, unless the same is securely and safely covered and the cover thereof is secured by lock, bolting or other device to prevent children from gaining access thereto or to prevent any person or animal from falling into it.
   (B)   No person shall have, permit or maintain upon any premises, owned or controlled by him or her in the city any abandoned well, abandoned privy vault or abandoned cistern unless the same is filled up with earth even with the surface of the earth, or securely and safely arched over with permanent masonry, or securely and safely covered over with iron grating.
