§ 117.05 DRIVERS' LICENSES; APPLICATION.
   No person shall drive a taxicab unless he shall have applied for and obtained a license therefor. Each applicant for a license to drive a taxicab must meet the following requirements:
   (A)   Hold a public chauffeur's license issued by the state.
   (B)   Produce on forms to be provided by the Board of Public Works and Safety affidavits of two reputable citizens of this city stating that they have known him personally and observed his conduct during one year preceding the date of his application, and that he is of good moral character, and such further testimonial, on a form provided for that purpose, as the Council may require.
   (C)   An application for driver's license shall be made to the Clerk-Treasurer and, if accepted, upon the payment of a fee of $6 the Clerk-Treasurer will issue a card bearing the number of the driver's license. No person shall drive a taxicab upon the streets of this city without having his driver's card in his possession. In the event of the loss or destruction of the driver's card, he shall immediately report to the Clerk-Treasurer and may obtain a new card and pay a fee of $6 therefor. The license so issued shall extend for a period of one year, beginning January 1 each year, and no license will be issued for less than one year. Drivers' licenses are not transferable.
