The Board of Public Works and Safety is hereby empowered and authorized to revoke or suspend the license for any taxicab found not to be safe, and in good condition, with respect to appearance, cleanliness and mechanical operation. A license when so suspended or revoked shall not be re-issued until the taxicab and all its appurtenances are put in fit condition for use by the public, satisfactory to the Board of Public Works and Safety.
