(A) The license requirement of this chapter does not apply to non-commercial solicitation or the following:
(1) An individual to the extent that said individual is engaged in protected political speech or activity;
(2) An individual to the extent said individual is engaged in protected religious speech or activity;
(3) An individual engaging in fund raising activities for a not-for-profit or nonprofit entity; and
(4) Any individual who is preempted under Federal or state law.
(B) Veterans are exempt from paying the licensing fee described in § 114.03(C). All other portions of this chapter apply to veterans.
