(A) There is hereby created a Mayor’s Commission on Human Relations. It shall consist of not less than 12 nor more than 20 members who are legal residents of Montgomery County, Indiana, serving without compensation and broadly representative of the religious, racial, ethnic, economic, educational and political groups within the city. Appointment by the Mayor will be subject to ratification by majority vote of the Common Council. Of the members first appointed, one-third shall be appointed for one year, one-third for two years and one-third for three years; thereafter, each appointment shall be for three years. All of the initial appointments shall date from January 1, 2022. In the event of death or resignation of any member, his successor shall be appointed to serve for the unexpired term for which such member has been appointed. The Commission shall elect from its membership once each year a Chairperson, Vice-Chairperson and Secretary. The Commission shall hold one regular meeting each month and such special meetings as the Chairperson may deem necessary. If at least seven members of the Commission are present at any public meeting, it shall be deemed that a quorum is present.
(B) It shall be the function of the Commission:
(1) To make such investigations and studies in any field of human relations within the community as will aid in carrying-out the policy set forth in § 94.01.
(2) To recommend such educational or other programs as will increase good will among the inhabitants of the city and will assure equal opportunities to all, regardless of race, color, religion, sex, age, handicap, national origin or ancestry.
(3) To create such advisory committees and subcommittees as will aid in carrying out the policy set forth in § 94.01.
(4) To recommend to the Mayor or the Council such legislation to aid in carrying out the policy set forth in § 94.01.
(5) To submit an annual report to the Mayor and the Common Council.
(C) The Commission shall cooperate with the Indiana Civil Rights Commission whenever feasible to effect compliance with laws of the State of Indiana.
