(A) It is the public policy of the city to provide all of its citizens an equal opportunity for and in education, employment, business, access to public conveniences and accommodations and acquisition through purchase of rental or real property, including but not limited to housing. Equal education and employment opportunities and equal access to and use of public accommodations and equal opportunities for acquisition of real property are hereby declared to be civil rights.
(B) The practice of denying these rights to a person by reason of race, religion, color, sex, age, handicap, national origin or ancestry of such person is contrary to the principle of equal opportunity stated in this section as public policy and, thus, shall be considered a discriminatory practice.
(C) The promotion of equal opportunity without regard to race, religion, color, sex, age, handicap, national origin or ancestry through reasonable methods, is the purpose of this chapter. It is also its purpose to protect employers, labor organizations, employment agencies, property owners, real estate brokers, lending institutions and insurance companies from unfounded charges of discrimination.
