§ 53.02 FEES FOR DRAINAGE PERMITS; NON-REVERTING FUND.
   (A)   Any entity or person seeking approval of any real estate improvement project within the jurisdiction of the City Zoning Ordinance must obtain a drainage permit from the Plan Director.
   (B)   Such entity or person must submit a drainage plan for the project to the Plan Director together with a preliminary fee of $25 plus the cost of a one hour review by the engineering firm hired by the city to review such plans and recommend approval or changes in the plan, plus the cost of mailing.
   (C)   In the event such engineering firm spends more than one hour or imposes incidental charges, the additional charges shall constitute the final fee which must be paid by the applicant prior to a permit being issued.
   (D)   A non-reverting fund is hereby created to accept that part of each drainage permit fee which is to be paid by each applicant for the sole purpose of paying the charges of the engineering firm engaged by the city to review permit applications.
