§ 93.27 FIRE HYDRANTS.
   (A)   General.
      (1)   When determining the number and location of fire hydrants to provide the required fire flow, Fire Chief, the Division Chief of Code Enforcement and/or his designee(s) will use Appendix C Fire Hydrant Locations and Distribution of the current FPBSC adopted fire code.
      (2)   Fire hydrants will only be used for fire protection, or as so directed by the water utility.
      (3)   Fire hydrants will be kept clear and accessible at all times.
      (4)   Where the codes adopted by the FPBSC or this chapter requires three or more hydrants for proper fire-flow, those hydrants will be placed in a loop' series in regards to the servicing water mains.
   (B)   Private hydrants.
      (1)   All private fire hydrants and water mains will be installed and maintained as set forth in the current NFPA standards and the adopted FPBSC fire code.
      (2)   The proposed location of private fire hydrants to supply the required fire flow will be approved by the Fire Chief, the Division Chief of Code Enforcement and/or his designee(s) before construction of any Class 1 structure.
      (3)   All private fire hydrants will be painted red in color.
      (4)   All pubic fire hydrants will remain the standard (consistent) color as provided by the servicing water company.
   (C)   Installation standards.
      (1)   Whenever the article requires the installation of a fire hydrant, whether on public or private property, such hydrant will meet these specifications:
         (a)   It will have a five-and-one-quarter-inch main valve opening.
         (b)   It will be constructed with two two-and-one-half inch hose nozzles, with seven-and-one-half national standard threads per inch.
         (c)   It will have one four and-one-half-inch steamer nozzle equipped with a five inch Storz connection.
         (d)   It will be constructed to be opened by turning clockwise a national standard pentagon operating nut.
         (e)   The source of the water supply will be buried a minimum of five feet below the ground level at the hydrant.
         (f)   The hydrant will be constructed with a break-off feature to prevent the hydrant from leaking when damaged by collision.
         (g)   Minimum height - it must be mounted at least 30 inches from the ground.
      (2)   All fire hydrants, public or private will be located not over eight feet from the edge of a paved accessible by a Fire Department pumping apparatus, unless in a construction area (see § 93.22).
   (D)   Out-of-service hydrants.
      (1)   Fire hydrants out of service should be covered with a bag indicating "Out of Service".
      (2)   Nonfunctional hydrants will be made functional or removed.
