(A) General.
(1) Plans and specifications for Class 1 structures containing fire protection systems will be submitted to the Division Chief of Code Enforcement before the system installation for review under the rules of the FPBSC and this chapter. No person will install a Fire Protection System without first obtaining a Fire Protection Permit from the Division Chief of Code Enforcement. A Fire Protection Permit will also be required any time a building permit is issued, and the structure listed has a fire protection system; including a fire sprinkler system, fire alarm system or a kitchen hood suppression system.
(2) Within 14 days of receipt of a Construction Design Release where required, an application for a Fire Protection Permit will be submitted on the Fire Department's prescribed forms and include all documentation required by the NFPA standard adopted by the FPBSC, but will not be less than:
(a) Requirements for Fire Sprinkler System Submissions:
1. Accurate shop drawings of the system.
2. Hydraulic calculations.
3. Product specification sheets.
4. State of Indiana Construction Design Release (where required by the FPBSC).
(b) Requirements for Fire Alarm System Submissions:
1. Accurate shop drawings of the system.
2. Battery calculations.
3. Product specifications.
4. State of Indiana Construction Design Release (where required by the FPBSC).
(c) Requirements for Kitchen Hood Fire Suppression System Submissions:
1. Hood listing and installation documentation.
2. Schematic of the fire suppression system installation and protected equipment.
3. Product specification sheets of the nozzles, tanks, piping, agent and other related items.
4. State of Indiana Construction Design Release (where required by the FPBSC).
(B) Fees. The fee for each Fire Protection Permit issued under § 93.20 will be as approved by the City Council.
(C) Permit process.
(1) The Division Chief of Code Enforcement or his designee will review the system plans and process the application within 15-20 days of receiving a completed permit application and all fees.
(2) A Fire Protection Permit issued under this section will not be transferable, and any change in use or occupancy before the acceptance test will require a new permit.
(3) A Fire Protection Permit may be issued for individual portions of a structure based on need and items submitted to the Division Chief of Code Enforcement. Examples:
(a) New construction on a structure requiring a sprinkler system, fire alarm system and a kitchen hood suppression system.
(b) Items for construction my not be submitted at the same time. Fire Protection Permits may be granted for the sprinkler systems without the attachment of the fire alarm system and a kitchen hood suppression system.
(c) Applicable fees would apply but work may only be done on the area with the issued permit.
(D) Acceptance testing.
(1) An acceptance test according to NFPA standards of the system will be conducted before occupancy of the building or use of the protected area by the Fire Chief, the Division Chief of Code Enforcement and/or his designee(s). All systems must pass to obtain occupancy of the building or protected area.
(2) If during the initial acceptance test, deficiencies are discovered that require the system be tested later to ensure code compliance, a re-inspection fee as determined by the City Council will be paid before each re-inspection.
(3) The installer will contact the Code Enforcement Division at least 48 hours before schedule an acceptance test.
(4) Once acceptance tests are satisfactorily completed, a Certificate of Completion will be given to the Crawfordsville Fire Department.
(E) Appeals process. When the Fire Chief, the Division Chief of Code Enforcement and/or his designee(s) denies to grant a permit required by this section, or when claimed that provisions of this section or sections of the Fire Protection Ordinance do not apply, the person may appeal from the decision according to § 93.36. Any appeal must be to the City Board of Works, must be in writing, and must be delivered to the Board of Works within 14 days of the date of denial or adverse action. An appeal bond, see § 93.40 for amount, must be posted at the time the appeal is taken.
(F) Validity.
(1) Each permit granted under this section will be valid for one year if the installed system remains as designed. If the system is modified, the new design must be re-approved by the Division Chief of Code Enforcement or his designee, and new items submitted as required by this section.
(2) A permit issued under this section will be posted in a conspicuous place on the premises as designated in the permit and will be subject to inspection by the Fire Chief, the Division Chief of Code Enforcement and/or his designee(s).
(G) Installer information.
(1) All installers must be certified or qualified individuals.
(2) Installers must notify the Code Enforcement Division at least 48 hours before the system being completed for system testing.
(3) Any items and/or personnel needed for acceptance testing will be provided by the installing company.
