§ 34.34 COMMUNITY PARAMEDIC ENTERPRISE.
   (A)   Definitions.
      (1)   For the purpose of this chapter, definitions will be added as deemed necessary to describe the programs, cost centers and objects of expense for the program. Planned programs are:
         (a)   Heart Failure Program.
         (b)   Newborn/Infant Mortality Program.
         (c)   Chronic Disease Management Program.
      (2)   Each program will have a corresponding cost center departmentalized in the Community Paramedic Operating Fund.
      (3)   Revenues of the enterprise will consist of objects or revenue for intergovernmental revenues, charges for services, licenses and permits, fines and fees, and other financing sources as deemed necessary by the city's fiscal officer.
      (4)   Each cost-center department will have objects of expense for personal services, supplies, debt service, other services and charges, capital outlays and other financing uses as deemed necessary by the city's fiscal officer.
   (B)   Revenue sources. Anticipated revenue sources may include but are not limited to:
      (1)   Indiana State Department of Health.
      (2)   Center for Disease Control.
      (3)   American Heart Association.
      (4)   Operating Grants.
      (5)   Capital Grants.
      (6)   Insurance carrier reimbursements.
      (7)   Interest income.
   (C)   Authorized expenditures. Anticipated expenditures may include and are not limited to:
      (1)   Personal services to include salaries and related benefits.
      (2)   Supplies for operations and maintenance.
      (3)   Debt service for leases, bonds and other forms of debt.
      (4)   Other services and charges for professional fees, insurance, contracted support and other services.
      (5)   Capital outlays for replacements and improvements.
   (D)   Life of Fund. The Community Paramedic Enterprise shall remain in effect until terminated by action of the Council. The Fund balance(s) of the Enterprise are non-reverting.
   (E)   Disposition of Fund on termination. Upon termination, remaining balances in the Enterprise Fund(s) shall be transferred to the city's Rainy-Day Fund or General Fund.
