(A) Industrial surcharge rates. In all instances that the discharges into the Crawfordsville Wastewater Collection System by an industrial user exceed the standards set forth in § 52.048, such industrial user shall be subject to the following surcharges:

(B) Ammonia effective date. Provided that, the ammonia surcharge shall not be effective until the first billing cycle after discharge limits have been duly enacted by the Common Council, which date may be after August 1, 2004.
