(A) The admission into the public sewers of any waters or wastes having a five-day biochemical oxygen demand (BOD) greater than 200 parts per million by weight, or containing more than 200 parts per million by weight of suspended solids, or containing any quantity of substances having the characteristics described in § 52.046, or having any average daily flow greater than 2% of the average daily sewage flow of the city, shall be subject to the review and approval of the Control Authority. Any discharges exceeding 600 parts per million, by weight, of five-day biochemical oxygen demand, or 600 parts per million, by weight, of total suspended solids is prohibited, and subject to fines and/or other legal actions. Where necessary, in the opinion of the Control Authority, the owner shall provide at his expense, such preliminary treatment as may be necessary to reduce objectionable characteristics or constituents of oxygen demand to 200 parts per million and the suspended solids to 200 parts per million, or control the quantities and rates of discharge of such waters or wastes. Plans, specifications any other pertinent information relating to proposed preliminary treatment facilities shall be submitted for the approval of the Control Authority and of the Indiana State Board of Health, and no construction of such facilities shall be commenced until said approval is obtained in writing.
(B) Any industrial waste having an average daily flow greater than 3% of the average daily sewage flow of the city shall be subject to the review and approval of the Control Authority.
