If the use of the property or the location of the house trailer or mobile home has changed according to § 154.03, then the owner would have to replace the existing house trailer or mobile home with a newer house trailer or mobile home that is not more than five years old. The new house trailer or mobile home must be placed on a permanent foundation, which shall be constructed of concrete, block or brick walls or concrete runners with concrete tiers and jacks under the center support beams. The tongue and all axles must also be removed.
