When a property or an existing house trailer or mobile home, at the time of the passage of the ordinance codified herein this chapter, has an existing use or location which is not in compliance herewith prior to the passage of the ordinance codified herein this chapter, such non-complying use or location may continue even though the same is not in compliance with this chapter. If, however, the use of the property or the location of the house trailer or mobile home is changed, it shall be changed to a use in compliance with this chapter and, after such change, it will not be permissible to change back again to the original non- complying use or location.
