No person shall stop, stand or park any object or vehicle including, but not limited to, boats, campers, trailers, dumpsters or tractor trailers, unless the vehicle or object is attached to a properly licensed motor vehicle. A dumpster or other receptacle for demolition debris may be placed upon public streets by special permit to be issued by the Code Enforcement Department when a demolition permit has been issued by the Code Enforcement Department and the only practical location for the receptacle is on the public street.
