10-1-2: INTENT AND PURPOSE:
The intent of this document is to establish a comprehensive land use regulation ordinance to serve the City of Countryside. The regulations enumerated are based upon the community's adopted development plans and overall City policies and objectives and are intended to serve the City of Countryside as it deals with future growth. Further, this Title is enacted in order to promote and protect the public health, safety, comfort, convenience, prosperity and general welfare and to achieve the following objectives:
   A.   Promoting and protecting the public health, safety, morals, comfort and general welfare of the City;
   B.   Providing adequate light and air;
   C.   Encouraging the most appropriate use of land throughout the City;
   D.   Conserving and enhancing the taxable value of land and buildings;
   E.   Preventing the overcrowding of land;
   F.   Avoiding undue concentration of population;
   G.   Fostering a more rational pattern of land use relationships between residential and nonresidential uses;
   H.   Protecting residential and nonresidential areas alike from harmful encroachments by incompatible uses;
   I.   Preventing such additions to and alterations or remodeling of existing buildings or structures as would not comply with the restrictions and limitations imposed hereinafter;
   J.   Lessening congestion in the public streets;
   K.   Preserving and increasing the amenities of the City;
   L.   Defining the powers and duties of the administrative officers and bodies as provided hereinafter;
   M.   Providing for the gradual elimination of nonconforming uses of land, buildings and structures which are adversely affecting the character and value of desirable development in each district;
   N.   Prescribing penalties for the violations of the provisions of this Title or of any amendment hereto;
   O.   Protecting the air, water and land resources of the City from the hazards of pollution;
   P.   Conserving the taxable value of land and buildings;
   Q.   Preserving and protecting the natural features, historic locations, buildings and groups of buildings. Preserving and protecting buildings, group of buildings, neighborhoods and communities of distinguished architectural character and appearance;
   R.   Protecting land and buildings and the lawful uses of land and buildings from natural hazards, including flooding and erosion;
   S.   Providing for the orderly and functional arrangement of land uses and buildings;
   T.   Establishing standards for the orderly development or redevelopment of neighborhoods or functional and geographic parts of neighborhoods;
   U.   Securing for the public adequate locations for housing, employment, shopping, education and recreation;
   V.   Facilitating the adequate provision of transportation, utility systems, schools, parks and other public requirements;
   W.   Providing for orderly sequences of growth in neighborhoods and the communities;
   X.   Promoting the economic diversity of the community and to enhance opportunities for participation in the economic and social systems of the community;
   Y.   Encouraging the construction and maintenance of a full range of housing opportunities.
