9-3-8: PARKS, SCHOOLS AND PUBLIC AREAS:
   A.   In any land to be subdivided, the developer should show a suitable area for public use on his plan, and shall dedicate such area for parks, playgrounds, schools or other public uses.
The amount of such dedication shall not be less than ten percent (10%) of the entire subdivision, submitted for approval, except if deemed otherwise by the Plan Commission. The area and location of such required public area shall be approved by the Plan Commission and the interested governing body or bodies.
   B.   In the subdividing of any land within the City or within one and one-half (11/2) miles of the corporate limits, due regard shall be shown for all natural features, such as tree growth, watercourses, historic spots or similar conditions which, if preserved, will add attractiveness and value to the proposed development.
