9-2-4: FINAL PLAT APPROVAL PROCEDURE:
   A.   Conformance: The final plat shall conform substantially to the preliminary plat as approved and any technical modifications to which such approval was subject. If desired by the subdivider, it may constitute only that portion of the approved preliminary plat which he proposes to record and develop at that time; provided, however, that such portion conforms to all requirements of these regulations.
   B.   Application: Application for approval of the final plat shall be submitted in writing to the plan commission-zoning board by delivering same to the city clerk's office, along with the following:
      1.   Four (4) copies of the final plat submitted for approval. (Ord. 69-24-0; amd. Ord. 85-37-0, 7-24-1985)
      2.   Payment in an amount sufficient to reimburse the city for all engineer and attorney charges and all publication and other administrative costs incurred on account of all work done in connection with the proposed subdivision plat. No plat will be considered for final approval until such payment is received by the city. (Ord. 92-11-0, 2-12-1992)
   C.   Determination: Within thirty (30) days after request for approval of the final plat has been received by the plan commission-zoning board, the plan commission-zoning board shall approve or disapprove it. If the plan commission-zoning board approves, it shall affix upon the plat the certifying signature of its chairman and secretary. If it disapproves, it shall set forth its reasons in its own records and provide the applicant with a copy.
   D.   Filing:
      1.   After approval of the final plat by the plan commission-zoning board and the fulfillment of the requirements of these regulations, one tracing of the final plat of the subdivision, drawn in ink on tracing cloth or other approved material not to exceed thirty six inches by forty eight inches (36" x 48") in size, shall be submitted to the city council for approval.
      2.   Action must be taken by the city council within thirty (30) days after the final plat and all drawings, maps and other documents required have been submitted for approval. (Ord. 69-24-0; amd. Ord. 85-37-0, 7-24-1985)
      3.   Upon approval by the city council, the applicant(s) shall record the approved plat with protective covenants, if any, with the county recorder within fifteen (15) days. Immediately after recording, the plat or a duly certified reproducible copy of the plat shall be filed with the city clerk and the city shall be reimbursed for any costs incurred in recording the plat. No final permits shall be issued until such time as the plat or a duly certified reproducible copy of the plat is filed with the city clerk. (Ord. 99-39-0, 8-25-1999)
