A. Paving Required:
1. Paving Of Driveways Required: From and after 1983, all private driveways constructed within the city shall be paved in the manner provided in subsection B of this section. Thereafter, the construction of private driveways with gravel, stone, dirt, clay or any material except as provided in subsection B of this section is specifically prohibited and no permit shall be issued therefor.
2. Paving Of Parking Areas Required: From and after August 31, 1994, all private parking areas, being any place upon private property used at any time for the parking of any type of motor vehicle or motor vehicles, constructed within the city, shall be paved in the manner provided in subsection B of this section. Thereafter, the construction of private parking areas with gravel, stone, dirt, clay or any material except as provided in subsection B of this section is specifically prohibited and no permit shall be issued therefor.
B. Methods For Paving: From and after April 22, 2010, all private driveways constructed within the city shall be paved as follows:
1. Concrete Driveways: All concrete driveways shall be constructed of six (6) bags per cubic yard concrete mix, shall be of not less than four inches (4") thickness, and shall be poured over a compacted aggregate base of not less than four inches (4") in thickness.
2. Approachway Aprons: All approachway aprons shall be constructed of six (6) bags per cubic yard concrete mix, shall be not less than six inches (6") in thickness, and shall be poured over a compact aggregate base of not less than two inches (2") in thickness.
3. Asphalt: All asphalt driveways shall be constructed of not less than two inch (2") minimum compacted asphalt. For new driveways, said asphalt shall be poured on a compacted stone base of not less than six inches (6") in thickness. Asphalt driveways constructed upon a bed where a driveway has previously existed shall be poured upon a compacted granular base of not less than two inches (2") in thickness.
4. Asphalt Approachway Apron: All asphalt approachway aprons shall be constructed of not less than one and one-half inch (11/2") minimum asphalt binder course with a minimum one and one-half inch (11/2") asphalt top coat. For new driveways, said asphalt shall be poured on a compacted stone base of not less than eight inches (8") in thickness. Asphalt driveways constructed upon a bed where a driveway has previously existed shall be poured upon a compacted granular base of not less than two inches (2") in thickness.
5. Brick, Etc., Driveways: All brick, concrete paver, concrete stone, paving block and brick paver driveways shall be constructed of four inch (4") thick units over one and one- half inches (11/2") of fine sand over five inches (5") of compacted crushed stone granular base (3/4 inch maximum size).
6. Replacement Of Curbs And Gutters: Wherever it is necessary to break out of the existing curb for the purpose of constructing a driveway, the replacement curb and gutter shall be poured as one unit.
C. Curb Cuts Required: No parking area immediately adjacent to a street and which is accessible directly from such street without first driving upon any part of an adjacent driveway, shall be constructed without there being also provided a curb cut from said adjacent street to said parking area. In no case shall a parking area be reached by driving over a curb.
D. Connection Of Parking Area With Driveway Or Street: No parking area shall be constructed which is not abutting either an existing paved driveway or a street accessible through a curb cut as required by subsection C of this section. In no case shall any parking area be reached by driving upon any unpaved portion of property. (Ord. 10-20-0, 4-28-2010)
