5-1-12: SPEED RESTRICTIONS:
   A.   General Speed Restrictions:
      1.   No vehicle may be driven upon any street or highway of the City at a speed which is greater than is reasonable and proper with regard to traffic conditions and the use of the street or highway, or endangers the safety of any person or property. The fact that the speed of a vehicle does not exceed the applicable maximum speed limit does not relieve the driver from the duty to decrease speed when approaching and crossing an intersection, when approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding roadway, or when special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway conditions. Speed must be decreased as may be necessary to avoid colliding with any person or vehicle on or entering the street or highway in compliance with legal requirements and the duty of all persons to use due care.
      2.   No person may drive a vehicle upon any street or highway of the City at a speed which is greater than the applicable statutory maximum speed limit established by subsection C, D, E, F or G of this Section, by section 11-601 of the Motor Vehicle Code of Illinois 1 or by a regulation or ordinance of the City.       3.   Unless some other speed restriction is established under this Section, the maximum speed limit in the City for all vehicles is:
Twenty (20) miles per hour; and
Ten (10) miles per hour in an alley. (Ord. 00-25-0, 7-26-2000)
   B.   Engineering And Traffic Investigation: Pursuant to an engineering and traffic investigation conducted by the Police Department of the City, it was ascertained that established speed limits on certain of the thoroughfares within the City are greater than is reasonable or safe with respect to the conditions found to exist within the City and along the streets and highways thereof.    C.   School Zones: It is hereby determined that the absolute maximum speed limit for a motor vehicle within a school zone in the City shall be twenty (20) miles per hour. (1970 Code §4-2.03)
   D.   East Area:
      1.   It is hereby determined that the absolute maximum speed limit for a motor vehicle in the east area of the City shall be twenty (20) miles per hour.
      2.   The east area is hereby defined as that part of the City lying north of the north line of Route 66 (Joliet Road), west of the east line of East Avenue, east of the east line of Route 45 (LaGrange Road) and south of the south line of Plainfield Road.
      3.   The streets in said area are as follows:
         East-West Streets   North-South Streets
         Bobolink Street   6th Street
         54th Street   7th Street
         56th Street   8th Street
         57th Street   9th Street
         58th Street
         59th Street

   E.   West Area:
      1.   It is hereby determined that the absolute maximum speed limit for a motor vehicle in the west area of the City shall be twenty (20) miles per hour. (Ord. 00-25-0, 7-26-2000)
      2.   The west area is hereby defined as that part of the City lying west of the west line of Route 45 (LaGrange Road) and east of the east line of Brainard Avenue.
      3.   The streets in said area are as follows:
         East-West Streets   North-South Streets
         54th and 53rd Street   Madison
         56th Street   Ashland
         57th Street   Catherine
         58th Street   Kensington
         59th Street   Longview Drive
         61st Street   Brainard
         61st Place

   F.   State Highways: The absolute maximum speed limit for a motor vehicle on the following highways and roads under the jurisdiction of the department of public works and buildings, division of highways, state of Illinois, within the area of the city, shall be as from time to time posted and as hereinafter listed and indicated:
      Joliet Road (Route 66): Forty (40) miles per hour.
      Mannheim Road; LaGrange Road (Route 45): Twenty five (25) miles per hour.
      55th Street:
      From East Avenue to 7th Street: Forty (40) miles per hour.
      From 7th Street to Brainard Avenue: Forty (40) miles per hour. (1970 Code §4-2.06; amd. 1986 Code)
   G.   County Highways: The absolute maximum speed limit for a motor vehicle on the following highways and roads under the jurisdiction of the Cook County highway department, within the area of the city, shall be as from time to time posted and as hereinafter listed and indicated:
      Brainard Avenue, north of Joliet Road: Forty (40) miles per hour.
      Brainard Avenue, south of Joliet Road: Twenty (20) miles per hour.
      East Avenue: Forty (40) miles per hour.
      Plainfield Road, from Brainard Avenue to 7th Street: Thirty five (35) miles per hour. (1970 Code §4-2.07; amd. 1986 Code)
