5-1-8: IMPROPER OPERATION OF MOTOR VEHICLE:
No person shall operate a motor vehicle upon any public street, alley or highway in the city:
   A.   At a rate of speed or in any manner that is unreasonable or imprudent having regard to the traffic and use of the way, condition of weather, visibility, condition of the roadway and other surrounding conditions, so as to endanger the life or limb or injure the property of any other person.
   B.   In such a manner as to deprive or unreasonably interfere with the equal rights of any other person to the use of such public street or highway.
   C.   In such a manner as to cause or produce loud, excessive or unusual noise by racing the motor, by lack of a muffler or use of a muffler cutout, by tire friction upon rapid turning or weaving, by spinning of the wheels from a standing or slow moving position produced by sudden unnecessary motor acceleration, or by continuous unnecessary sounding of a horn or other signal device.
   D.   In disregard of any sign, signal, marking or device erected, constructed or created by the city or any public body or official having jurisdiction, for the purpose of regulating, warning or guiding traffic, or contrary to the order or direction of any police officer or other person duly authorized to direct or regulate traffic.    E.   Any person who drives any vehicle with a wilful or wanton disregard for the safety of persons or property shall be subject to a charge of reckless driving. (1970 Code §4-1.13)
   F.   No person shall drive a motor vehicle with any sign, poster, window application, reflective material, nonreflective material or tinted film upon the front windshield, side wings or side windows immediately adjacent to each side of the driver. A nonreflective tinted film may be used along the uppermost portion of the windshield if such material does not extend more than six inches (6") down from the top of the windshield. Nothing in this subsection shall create a cause of action on behalf of a buyer against a dealer or manufacturer who sold a motor vehicle with a window which is in violation of this subsection.
   G.   The driver of any motor vehicle within the city shall not operate or permit operation of any sound amplification system which can be heard outside the vehicle from seventy five feet (75') or more when the vehicle is being operated upon a highway, unless such system is being operated to request assistance or warn of a hazardous situation.    H.   It shall be unlawful for any person to operate, drive, or ride on any minibike, go-cart, snowmobile, or other similarly operated motor vehicle (excluding properly licensed motorcycles) on any public street, alley, park, or thoroughfare, or upon publicly owned property.
