5-1-4: TRAFFIC-CONTROL SIGNS, DEVICES:
   A.   Evading Traffic-Control Signals: It shall be unlawful for any person to drive a motor vehicle upon or across any private drive or through any alley for the purpose of evading traffic- control signals or devices.
   B.   Stop and Yield Signs:
      1.   Pursuant to 625 ILCS 5/11-302, the Director of Public Works shall erect stop or yield signs upon direction of the council, or the determination of the City Engineer or Chief of Police as to their location based on a particular Hazard. Every sign shall be erected according to standards set forth in the Illinois sign manual adopted by the state department of public works.
      2.   When stop or yield signs are erected as herein provided at or near the entrance to any intersection, every driver of a vehicle operated upon the streets of the City shall stop or yield such vehicle at such sign or at a clearly marked stop line before entering the intersection except when directed to proceed by a police officer or traffic-control signal.
      3.   The City Engineer and Chief of Police are authorized to determine and designate intersections where a particular hazard exists upon other than through streets and to determine whether vehicles shall stop or yield at one or more entrances to any such hazardous intersection, and shall erect a stop or yield sign at every place where required.
   C.   Driver To Obey Devices: The driver of a vehicle shall obey the instructions of any official traffic control device applicable thereto placed in accordance with the traffic ordinances of the city or the laws of the state, unless otherwise directed by a police officer, subject to the exceptions granted the driver of an authorized emergency vehicle by state law.
