5-1-2: REGULATION AND CONTROL OF TRAFFIC GENERALLY:
Except as otherwise provided in this Title, the Mayor and City Council shall regulate, control and approve all matters pertaining to vehicular traffic within the City. The Chief of Police is empowered to make and enforce temporary regulations to cover emergencies or special conditions in connection with vehicular traffic. (1970 Code §4-1.02)
