4-1-22: DEPUTY CHIEF OF POLICE:
   A.   Qualifications And Status Of Rank: The deputy chief of police shall be appointed by the chief of police and may be appointed from any rank of sworn full time officers of the city, and no one who is not a sworn full time officer of the city may be so appointed. The deputy chief of police shall be an exempt rank immediately below that of the chief of police. The deputy chief of police shall serve at the discretion of the chief of police, and shall be suspended, removed or otherwise disciplined by the chief of police, and, if removed from the position, shall revert to the rank held immediately prior to appointment to the deputy chief position.    B.   Compensation: The compensation of the deputy chief shall be, as from time to time, set by the city council.
   C.   Appointment And Eligibility: The chief of police shall have the authority to appoint the deputy chief. The deputy chief shall be subject to the same resident requirements as applied from time to time to all other city police officers.
   D.   Powers And Duties: The deputy chief shall have and perform the following powers and duties:
      1.   Shall be second in command within the Countryside police department, shall be in command of all police activities while on duty, subject only to the orders of the chief of police and shall have such authority as prescribed by the chief of police.
      2.   General oversight of services and activities of the patrol and support divisions of the department.
      3.   Direct supervision of the performance of the lieutenants and sergeants in order to guarantee efficient performance of their managerial duties and assignments, ensure performance standards and cost efficient assignment of personnel, as well as meeting general department goals and objectives in providing professional services to the general community.
      4.   Assist in the development and annual oversight of department budget, meeting annual goals and objectives in fiscal management and meeting five (5) year plan objectives.
      5.   Responsible for direct support of lieutenants in meeting department fiscal and service support goals.
      6.   Assist in identifying and making application for various departmental grants and ensure optimum performance.
      7.   Responsible for maintaining efficient and fiscally responsible cross training management duties within the sergeant and lieutenant ranks.
      8.   Provide a proactive planning and management approach in the continued support services provided to the community of Countryside and in identifying the future law enforcement needs of constituents.
      9.   Perform any and all other duties assigned by the chief of police. (Ord. 01-11-0, 4-26-2001)
