4-1-8: ADMINISTRATIVE ASSISTANT:
   A.   Position Created: There is hereby created the position of administrative assistant officer who shall be a civilian employee of the city, subject to the personnel policies contained in title 1, chapter 6, article A of this code. Such employee is not, and shall not be considered for any purposes, a police officer or a member of the police department notwithstanding use of the term "administrative assistant" and the fact that he or she shall be subject to direction and supervision by the police chief and other police command personnel and certain rules and regulations of the police department. All persons employed as administrative assistant on the effective date hereof shall immediately be classified as administrative assistant and subject hereto.
   B.   Employment: The administrative assistant officer shall be employed by the city council, upon such terms and conditions as the council from time to time determines, from candidates submitted by the chief of police. The securing, testing and selecting of a qualified candidate or candidates, whose name or names shall then be submitted to the city council for employment, shall be done by or at the direction of the chief of police.
   C.   Duties And Responsibilities: The administrative assistant officer shall assist the chief of police or deputy chief in their administrative duties and, except in case of emergency, shall be confined to the police station. The administrative assistant officer shall be responsible to the chief of police, or his designated command personnel, and shall be subject to the rules, regulations, policies and general orders of the police department, insofar as they may be applicable to that position.
