3-1-11: REGISTRATION OF BUSINESSES:
   A.   Purpose: It is intended hereby to require the registration of each business operating within the city, except those licensed and regulated by this code, in order to make available to the police and other city agencies a current list of all such businesses, and to charge a reasonable fee for enforcement of this chapter. This section is not intended to license or regulate the businesses subject hereto. (1970 Code §8-0.01)
   B.   Registration Required, Expiration: It is unlawful for any person to carry on any business activity, except those business activities which are specifically licensed and regulated by this code without first having registered and obtained a certificate of business registration therefor. (1970 Code §8-0.02)
   C.   Registration Completed: Registration shall be accomplished by preparation and execution of an application for a certificate of business registration, payment of the required registration fee and issuance of a certificate of business registration by the city clerk. (1970 Code §8-0.03)
   D.   Application For Certificate Of Registration: Applications for certificates of business registration shall be made in writing to the city clerk on forms to be supplied by the clerk. Each application shall state the name of the applicant, his relationship to the business to be registered (i.e., whether owner, officer, manager, etc.), the name of the business to be registered, the location to be used and such further information as may reasonably be required by the city. Any business subject to this section operating at more than one location within the city shall apply for a certificate of business registration for each such location. (1970 Code §8-0.04)
   E.   Certificate Of Registration Form And Signatures: Each certificate of business registration shall be prepared on a form provided and issued by the city clerk, and shall bear the signatures of the mayor and city clerk. (1970 Code §8-0.05)
   F.   Expiration: Each certificate of business registration shall expire on December 31 of the year in which it is issued. The city clerk shall send each registrant a statement of the time of expiration of the certificate held by that registrant, three (3) weeks prior to the date of such expiration. However, failure to send such notice, or failure of registrant to receive it, shall not excuse the registrant from failure to obtain a new certificate, or a renewal thereof, nor shall it be a defense in an action for operating without a certificate.    G.   1.   Registration Fee: The annual fee for each certificate of business registration shall be twenty five dollars ($25.00) payable at the office of the city clerk at the time application for the certificate is made. The fee for annual registration shall not be proratable; however, any new business commencing operation after November 30, or any existing business commencing operation at an additional or new location or changing its name after that date, may apply for a certificate for the next succeeding year and registration completed pursuant to such application shall be deemed sufficient for the remainder of the current year also, at no additional charge.
   2.   If a license renewal is not purchased by January 1 the business license fee will be doubled. If any license is not renewed by January 31 a citation will be issued for a hearing before the city adjudications hearing officer.
   H.   Nonassignability, Nonapplicability To New Location Or Name: Any change of ownership, location or name of any business registered hereunder shall terminate existing registration and require registration of the new, transferred or relocated business.
