Should less than a quorum of the council be present at any regular or special meeting, at the time and place appointed, such minority may instruct the city clerk to send immediate notice to any absent alderman that can be found, commanding him to appear immediately at such meeting, and any alderman receiving such notice and not obeying the same, without reasonable excuse, shall be subject to a fine of not less than twenty five dollars ($25.00) nor more than fifty dollars ($50.00), for each and every offense.
