The city council shall hire a suitable and competent person as public works supervisor who shall serve at the pleasure of the city council and shall receive such compensation as shall be fixed by the council in its annual appropriation ordinance. The supervisor shall perform all his duties under direction of the city council, or any executive committee thereof, and shall have charge of the city water and sewer systems and their maintenance, repair and operation.
