The riding, parking or leaving of unattended bicycles or skateboards on city sidewalks unless using designated bicycle racks is hereby prohibited and deemed an infraction. A fine of five dollars ($5.00) shall be charged for the first offense, ten dollars ($10.00) for the second offense and fifty dollars ($50.00) for the third offense.
