In accordance with the public comment at two (2) city council special meetings, and in accordance with the request of the volunteer firefighters, it is hereby declared to be the intent of the governing body of the city to establish a combined fire department (see description of the combined boundary attached to the resolution codified herein) consisting of the rural fire department and the Council volunteer fire department, granting the governing powers and releasing all liability to the elected fire commissioners.
