No person, as the owner, occupant, or person in charge or control of any private property or premises within the city, shall suffer or permit, including, but not limited to, flammable weeds, grass, rank vegetable growth, debris and substances upon such property, ditch, culvert or upon the street or street parking area upon which such property abuts, or suffer or permit such to grow in excess of ten inches (10") and/or to overhang or to rest upon the sidewalk space in the city so as to interfere in any manner with the full, free and unrestricted use of a sidewalk or sidewalk space.
