The suffering or permitting of any dry or flammable weeds, grass, or other rank vegetable growth to grow and remain upon, or any flammable debris or substance to accumulate upon, any private real property or premises within the city or to any of the street parking places upon which any such private property and premises abuts is hereby declared to be a public nuisance.
