Upon application by any person for a special permit and the payment of a nonrefundable fee as established by resolution of the city council, the city council may cause a permit to be issued to such applicant for salvage of parts from one vehicle for necessary repair of an existing vehicle titled to that person. The permit shall be valid for a period to be determined at the time of permit issuance and not to exceed twelve (12) months, and will allow the presence of two (2) junk vehicles on the property; one vehicle being used as salvage and one vehicle being repaired, which vehicles shall be shielded from public view.
