Any person who shall violate the provisions of this chapter by refusing to maintain and use proper receptacles for the collection of garbage, refuse or litter, or, being proprietors of a commercial business house, shall fail to provide for the containment and removal of garbage, litter and debris, or who shall openly place, pile, dump or scatter any garbage, refuse or litter on or in any streets, alleys or roads within the city limits, or who shall permit the accumulation of any offensive or unsanitary or dangerous substance constituting a menace to health or hazard from fire upon any private property within the city limits shall be guilty of an infraction, and shall be fined as provided in section 1-4-1 of this code, and each day that such violation shall be continued shall constitute a separate offense under this chapter.
